It stands for internet key sharing, that's not exactly what it does. Basically when ecm's hit and we need new bins this is usually a method of keeping your stb hooked up to the internet and still have it provide you with tv. You may of heard of the term cardless fix, when things are good, you don't need to keep this system hooked up to the internet to get tv and when things are bad usually you can connect to the internet and be up and running much quicker.
