Most of us are using the standard 18" dish provided by Dish Network. The locals you will receive are coming off of the same two satellites that DN uses, so there is NO difference between locals and network programs.
After doing a "Blind" scan, I have locals listed for every major city in the US.

Even now, after the latest ECM that's taken down all DN channels, I'm still receiving programs from the four Miami, FL. major network stations (channels 8830 thru 8833) and CNNAV at channel 19031. I'm watching CNNAV right now. I've never watched so much CNN in my life
You CANNOT receive locals by pointing your dish at the station. It's a satellite dish, not a TV antenna. Totally different critter!!!
If you want locals direct from the Station, go to Radio Shack and buy an outside antenna. You may also need a rotor and antenna amplifier.
I just upgraded my own outside antenna to a new Radio Shack deep fringe antenna, with a new antenna amplifier and new coax.
I'm still using a CDR TR-44 rotor that I won as a door prize at a CB Jamboree in 1970. Still works great! I get about 12 channels off of that outside antenna, as long as I rotate it to point at the stations tower.
I can't get that many locals by going thru the Satellite system.
The old system that I took down was the same antenna, but twenty years old.
