updated with new known information.
reports now claim its not actually the switch to n3 yet.
ECM: DN = new provider key id encryption method for internationals.(not n3 yet)

with the switch coming soon,its not known if the new provider id will be implemented into new files.
you will have to wait and see if 3rd party coders think it worth their time.

tho there does appear to be some debate still.so i wont say its known yet.at least there seems to be some claim both ways.full n3 swap,or just new provider id using n2/n3 at same time.
but nevertheless,some internationals are down.and a fix is unknown at this point.
