N3 and DVB-S2 are different creatures. N3 is an encryption method. DVB-S2 is a signal modulation method. SW will, hopefully, someday cure the encryption problem. DVB-S2 requires the proper HW. To take to the next possible question, T8psk is not defined in the IEEE standard for DVB-S2, it requires more speciallized HW than that requires for DVB-S2 as defined.
