I guess I figured it out. I unpluged everything. Ran straight from STB to 1000.2 LNB and it wont power it. Kinda figured that. The only receiver I have that will power it solo is a MaxHD and my dads Phoenix (suprised). Long story short is that I come to the conclusion that the sub I had hooked up to the power inserter was not playing nice.
