The file I'm using on my 360E should be the same as everyone elses using a 360E, there are no multiple Bins that work, only the latest fix.
There's also only ONE real way to load a SV STB, and that's with USB stick.

If you are using the cable to load, you've either lost your stick or are having problems with the STB that requires you to use the null cable. This is covered in the receiver specific forums.

Double postings/Multple Postings is life on the forums, that's why we have mods to direct the traffic, close threads etc etc.

Again one getting more channels than another is a very complicated thing. Dish placement, Type of LNB, Topography, Obstuctions, etc etc, These issues are dealt with in many different forums already.

What works for one should work for ALL, is a misnomer.
But a bin that works for one WILL work for all. If it doesn't, there are forums for that user to find his solution. Cause if it's a BIN problem, from my experience ALL users will have problems with it, eventually.
