blocking neighbors wireless attacks

I live in a cul de sac and when my IT neighbor comes home from work everyone except him loses wireless signal. We (the neighbors) have confronted him about it and he laughs at us. Our wireless goes down within minutes of him turning on his home office light. How can we block him and get our signal back? Changing channels on our routers is pointless, nothing works. Last time I said something he replied "maybe you should get an old cd and some old cordless phone antennas to block me, it's amazing what you can find on the internet..hahahahahaha" I'm about to go put a shovel through his coax in several places. Does anyone know how we can put an end to this?
