Skyview V3.0 Bev new ecm fix 3/21/2008

Here is another fix from TEAMSKY, faster AR on BEv for our friends up north. And some small bug fix for dish,, Enjoy

Steps HOW TO
=============
1. FD if file not working well
2. BEv give it 10 min to roll the keys
3. Dish give it 10-12 min to roll the keys the first time and then it will do it in the background. It will feel much faster then. Enjoy
