Hi ..... if we do a factory default "after" loading the latest file will that not negate and overwrite the latest file?

Or is there something I don't understand?

Nop buddy.
Factory reset only put back your settings on your receiver to Default.
You will not need load the new bin again.

You are maybe talking about the Factory file bin.
Thats the one you load when you get a brand new receiver.
Two diferent things.
